LEARNING QUEST 529 EDUCATION SAVINGS PROGRAM TO ADD FOUR NEW VANGUARD INVESTMENT OPTIONS
TOPEKA - Kansas State Treasurer Lynn Jenkins, CPA announced that Learning Quest, Kansas's 529 Education Savings Program, will begin offering four new static investment options starting March 31. All four options will invest in index funds managed by The Vanguard Group, Inc. The new options are additions to the current static options within Learning Quest - Money Market and 100% Equity - and the 22 age/risk based blended portfolio options.

"As Kansas State Treasurer and administrator of Learning Quest, I believe we have a solid 529 program. but I'm always looking for ways to enhance it," said Jenkins. "The new options managed by The Vanguard Group offer investors lower cost index options in addition to investment choices currently available through Learning Quest."

American Century Investments, program manager for all Learning Quest options, will continue to manage all of the Learning Quest portfolios and service all accounts.

The new portfolios include: 500 Index Portfolio - Invests in the Vanguard 500 Index Fund, which utilizes a "full replication" approach to track the S&P 500 Index. Total Growth Index Portfolio - An all stock portfolio customized for Learning Quest that seeks investment results that parallel a weighted mix of the performance of the Dow Jones Wilshire 5000 Total Market Index* (85%) and the Total International Composite Index (15%). The portfolio will allocate 85% of its assets to the Vanguard Total Stock Market Index Fund and 15% to the Vanguard Total International Stock Index Fund. Balanced Index Portfolio - Invests in the Vanguard Balanced Index Fund, which seeks investment results that parallel a 60% to 40% weighted mix of the performance of the Dow Jones Wilshire 5000 Total Market Index and the Lehman Brothers Aggregate Bond Index, respectively. Total Bond Market Index Portfolio - Invests in the Vanguard Total Bond Market Index Fund, which seeks investment results that parallel the performance of the Lehman Brothers Aggregate Bond Index.

There are no income limits for those investing, and the contribution maximum is $235,000 per beneficiary for Learning Quest and the other Kansas 529 products.

Kansas taxpayers can receive a state adjusted gross income deduction of up to $3,000 per child for 2005 ($6,000 if married, filing jointly) on contributions to Learning Quest and the other Kansas 529 products. This benefit is in addition to the federal and state tax benefits of tax-deferred growth and tax-free withdrawals for qualified educational expenses.**

*The board of trustees of Vanguard Total Stock Market Index Fund and Vanguard Balanced Index Fund have approved the adoption of the Morgan Stanley Capital International® (MSCI®) US Broad Market Index as the new benchmark index for the Fund/stock portion of the Fund. The effective date of the index change will be sometime between March 31, 2005 and December 31, 2005. The precise timing will not be disclosed to protect the Funds from harmful "front running" by sophisticated traders. The new index, like the current one, measures the performance of the overall stock market, so the investment objective and risks of the Funds will not change.
