Carmen J Klopping
serves the citizens of Kansas as Director of Bond Services. The Bond Services Department has a knowledgeable
staff of nine full time employees, with each employee averaging more than twelve years of experience in
servicing municipal bond issuers and their bond holders. Carmen has served as Supervisor of this department
for five years. Prior to her employment with the Office of the State Treasurer, she worked eleven years in
the Corporate Trust Department of a local bank.
Carmen was born and raised on a dairy farm in Iowa, attended college in McPherson, Kansas and moved to Topeka
in 1978. For twenty five years she has worked with youth groups of various churches and coached Bible Quiz
teams both in Iowa and Kansas.
